Abduction and forced disappearance of Rwandan citizens in Kenya – An Open Letter to the Kenyan Authorities

Subject: Abduction and forced disappearance of Rwandan citizens in Kenya

The United Democratic Forces Inkingi (FDU-Inkingi) Rwandan opposition political party, has leant with shock the abduction and disappearance, on 23 June 2015, of Mr. NTIRUGIRIBAMBE Jean Chrysostome, Rwandan national, former investigator at the International Criminal Tribunal for Rwanda (ICTR) in Arusha Tanzania and at the International Criminal Court in The Hague in the Netherlands. He was defence investigator in the military trial of former Rwandan Army officers.

Mr. NTIRUGIRIBAMBE Jean Chrysostome, was kidnapped in front of a building on Tana Kamiti Road in Nairobi by three armed men who forced him at gunpoint into a car, registration number KBU020E to an unknown destination. The Kenyan Police have, when contacted, said that they did not have any clue about the perpetrators of the abduction and disclosed that the plate numbers were fake.

FDU Inkingi requests your Department to investigate thoroughly this abduction, establish the fate of Mr. Ntirugiribambe John Chrysostome, to bring the perpetrators to justice.

Rwandan who live in Kenya live in constant fear of hit squads alleged to be from Rwanda targeting those who are suspected of not supporting the government. They suspect that this could be one of those cases.   On October 6, 1996 Col Theonest LIZINDE former Member of Parliament of RPF who had defected from the regime and his friend, a businessman called Augustin BUGIRIMFURA were assassinated in Nairobi. On May 16 1998, the former RPF Minister of Internal Affairs, Seth Sendashonga who had sought asylum in Kenya was assassinated in Nairobi. He had escaped an earlier assassination attempt by a Rwandan diplomat, Mr Mugabo, was expelled after the Rwandan government refused to remove his immunity in order to stand trial.

More recently Mr Emile Gafirita, a Rwandan witness in the investigation of the people responsible for the assassination of former President of Rwandan, Juvenal Habyarimana, and Burundian President Cyprien Ntaryamira, was abducted in a similar fashion in Nairobi on November 13th 2014. He was is a former bodyguard to Rwandan President Paul Kagame

We request your government to take all appropriate measures to protect Rwandan nationals who live in fear of being abducted or assassinated.

FDU Inkingi would like to thank you in anticipation of the prompt action that your Department will  take to rescue the victim and end abductions and assassination of Rwandan nationals living in Kenya.
