RWANDA: RELATIVES OF CRITICS LIVING ABROAD TAKEN HOSTAGE.

The witch hunt for relatives of critics living abroad have started in earnest on the 13th December 2020, with visit by covert operatives, masquerading as reporters of Urugano TV, to relatives of one government critic PC Rwalinda, to intimidate them and to force him to stop his legitimate campaign against the reign of totalitarianism in Rwanda. It worth noting that during the last one month this channel has carried a smear campaign against other critics of government policies including Justin Bahunga, Marcel Sebatware, Mrs Victoire Ingabire Umuhoza and Faustin Twagiramungu. Other pro-government social media attacked Iddi Nshimiyimana, another critic based in Belgium, saying that he should not criticize since his family still lives in Rwanda. One Kayitare Jean stated in a tweet that Urugano TV, one of TV channels sponsored by the Rwandan Directorate of Military Intelligence (DMI) “visited the family and relatives of Rwalinda Pierre Claver, whom he described as “a person who spends all his time criticising the Rwandan leadership”. He quotes the sister of Rwalinda as having “called on his brother to come back home and serve his country”. We would like to recall that the command post of RPF armed group and its propaganda radio Muhabura were based in “Urugano” (Echuya Forest in Uganda) adjacent to the Rwandan border.

RWANDAN POLICE BEAT UP WOMEN, ELDERLY AND DISABLED FOR CLAIMING RIGHTS 

On Friday 20, 2020, several newspapers including the Rwandan TV channel Umubavu and Voice of America reported brutality meted on women, elderly and disabled by Rwandan police for claiming their right to overdue compensation for their houses demolished to give land to rich developers connected to the regime. Those who were beaten and taken away in handcuffs were suspected of being ring leaders of former residents of Kangondo II, one of the suburbs of capital city Kigali, attempting to put pressure on the government to pay them overdue compensation. They included 5 men who included one disabled, two women including an elderly lady who was lying helpless on the ground and one who was taken away after severe beating. The interviewees told reporters that they feared that one lady who was beaten up and her hair pulled could die anytime

The RPF regime in Rwanda is a dictatorship that will stop at nothing. It is making life hard for its people: in addition to assassinations and forced disappearances, Rwandans live daily through spoliations, beatings, humiliations, and injustices of all kinds. This situation has produced hundreds of thousands of refugees since the RPF took power in Rwanda in 1994. Rwanda is like an open-air prison. Rwandans regularly leave the country to live in exile abroad, both in Africa and on the rest of the five continents. Some have formed associations and political groups to legitimately defend their right to return home and demand the necessary political open space. The RPF regime remains closed and refuses to open the political space. Some speeches by its senior leaders are unequivocal on this subject and indicate instead that the choice is made to use all possible methods, both legal and extra-legal, to neutralise any dissenting voices. For example, death squads are regularly sent abroad by the Rwandan regime to kill or abduct refugees. Cases of assassination and kidnapping are increasing.

 

It is in this same logic that the RPF-led government has just distributed forms to the local authorities to register people who have left Rwanda as well as their families of origin. What is behind such a census?

 

 

From the outset, exiles are singled out and stigmatised by the regime, which claims that they join armed groups fighting against the government or that they will join the ranks of the political opposition abroad. While almost all exiles leave the country to save their own skin, some leave after having seen their family members or relatives and neighbours murdered, others after having suffered humiliation, spoliation, and threats. They are forced to face exile where they are not necessarily better off than at home in Rwanda. Knowing the brutal nature of the Rwandan regime, one must wonder about the purpose of making these lists. One thing is certain: it is not to repatriate them and resettle them in dignity in their country, because the unity of the Rwandan people is the least of the authorities’ concerns.

 

The FDU-INKINGI party recalls that in the recent history of Rwanda, the country has gone through periods of violence where lists of people to be eliminated have been used. As the current regime in Rwanda has always been characterised by its propensity to terrorise its own citizens at home and abroad, such a census raises fears that RPF death squads seek to identify, locate and prosecute people who have gone into exile to escape the regime’s ordeals, especially when they are rightly or wrongly labelled as political opponents.

 

The FDU-INKINGI party denounces and condemns these Nazi-style methods, which consist of hunting down, list in hand, people who have been driven into exile in search of peace, respect for human rights and better living conditions.

 

The FDU-INKINGI party calls on the government to abandon this census, which is intended to intimidate family members remaining in the country, harass them, rob them of their property, eliminate them or push them into exile as well, thus creating more refugees. It calls on the government to stop its policy of terror. Instead, it must tackle the refugee issue and create the political and socio-economic conditions that will encourage refugees to return to their homeland.

 

The FDU-INKINGI party calls on the international community to put pressure on the RPF regime to come to its senses, stop violating the rights of its citizens and implement a policy of protection for all Rwandans without distinction.

Les FDU-Inkingi ont tenu un Congrès extraordinaire le 05 septembre 2020.

Ce Congrès a été ouvert et présidé par Mr Justin Bahunga, président des FDU-INKINGI.

Après la présentation de l’ordre du jour par le Secrétaire général du Parti, Mr Fidèle Kabera, Mr Justin Bahunga a expliqué, dans son allocution, que la pandémie COVID-19 ne permet pas de tenir un congrès ordinaire en présentiel.

COMMUNIQUE DE PRESSE

 

Les FDU-Inkingi ont tenu un Congrès extraordinaire le 05 septembre 2020.

Ce Congrès a été ouvert et présidé par Mr Justin Bahunga, président des FDU-INKINGI.

Après la présentation de l’ordre du jour par le Secrétaire général du Parti, Mr Fidèle Kabera, Mr Justin Bahunga a expliqué, dans son allocution, que la pandémie COVID-19 ne permet pas de tenir un congrès ordinaire en présentiel.

 

Ainsi, après avoir analysé la situation liée au COVID-19 et constaté que le congrès ordinaire en présentiel n’est pas possible actuellement ;  après échange constructif sur la situation politique au Rwanda, après avoir constaté que la population rwandaise vit dans la terreur depuis que le Front Patriotique Rwandais a pris le pouvoir en 1994 et que leurs conditions de vie ne cessent de se détériorer ; après avoir constaté les menaces qui pèsent sur le Dr Mukwege, Prix Nobel de la Paix 2018, menaces proliférées par les officiels rwandais qui craignent qu’un jour ils devront répondre des actes de génocide et des crimes contre l’humanité perpétrées contre la population congolaise de l’est de la République Démocratique du Congo ;

Les congressistes réunis le 05 septembre 2020 en Congrès extraordinaire par VIDEO CONFERENCE, ont pris les décisions et résolutions suivantes :

  1. Le congrès ordinaire qui était prévu en septembre 2020 est reporté à septembre 2021 et la situation sera évaluée en fonction de l’évolution de la pandémie CIOVID-19;
  2. Le mandat du Comité directeur et des commissions spécialisées est prolongé d’une année;
  3. Les congressistes condamnent le kidnapping de Mr Paul Rusesabagina, Président du Parti d’opposition PDR-Ihumure fait par le régime rwandais; ils demandent à la communauté internationale et aux organisations de défense des droits de l’homme de faire tout ce qui est à leur pouvoir pour que Mr Paul Rusesabagina soit immédiatement libéré afin qu’il puisse regagner sa famille.
  4. Le congrès extraordinaire des FDU-INKINGI demande aux pays qui soutiennent le régime rwandais d’exiger que celui-ci respecte les droits et libertés des membres des Partis d’opposition qui sont constamment menacés, harcelés, enlevés et emmenés à des endroits inconnus, voir même éliminés physiquement , qu’ils soient au Rwanda ou à l’étranger.
  5. Dans son souci de rechercher la paix durable au Rwanda et dans les pays voisins du Rwanda, le congrès soutien le groupe de concertation, dénommé RwandaBridgeBuilders, composé des partis politiques d’opposition ainsi que des associations de la société civile.
  6. Le congrès extraordinaire des FDU-INKINGI condamne plusieurs décisions prises constamment par le gouvernement rwandais en rapport le COVID-19, décisions qui touchent les couches les plus vulnérables de la population. Nous pouvons citer notamment la persécution des petits commerçants tant du secteur formel que du secteur informel; l’état de siège dans la capitale comme si le pays était en guerre; priver la population de sa liberté et détention à ciel ouvert dans les stades, jusqu’à ce que les gens décident de demander au HCR d’être pris en charge dans leur propre pays; fermer les écoles à tous les niveaux et priver la jeunesse de poursuivre leurs cursus scolaire et / ou académique;
  7. Le congrès condamne avec force les menaces perpétrées par les autorités rwandaises contre le Prix Nobel de la Paix le Dr Mukwege, menaces dont le mobile essentiel est de l’empêcher de continuer à réclamer que les faits  mentionnés par le Rapport Mapping soient portés devant les tribunaux et que justice soit faite.
  8. Le congrès extraordinaire des FDU-INKINGI demande encore une fois à la communauté internationale, et plus particulièrement au Conseil de sécurité, d’user de son pouvoir pour que le RAPPORT MAPPING sur les crimes contre l’humanité commis en République Démocratique du Congo de 1993 à 2003. sorte des tiroirs de l’ONU et que les responsables de ces crimes soient traduits devant les juridictions compétentes pour répondre de leurs actes. C’est la seule condition pour que les congolais ainsi que tous les peuples de la région puissent vivre en paix de manière durable ;

FINAL COMMUNIQUE OF AN INTERNATIONAL CONFERENCE BRINGING TOGETHER RWANDAN POLITICAL OPPOSITION AND CIVIL SOCIETY ORGANISATIONS WITH THE AIM OF BUILDING AN ALL INCLUSIVE, FREE, RECONCILED, DEMOCRATIC AND PROSPEROUS RWANDAN NATION

From 23 to 24 May 2020, an international conference involving Rwandan political opposition and civil society organisationswas held by videoconference to discuss the acute problems facing Rwanda and to reflect on the best solutions.

After reviewing the problems of Rwandan society, their causes and possible solutions, the participants:

  1. Expressed their satisfaction that thirty-six Rwandan political opposition and civil society organizations were able to attend the conference.
  2. Expressed their regret that Rwandans continue to undergo the suffering of the most repressive dictatorship, which bluntly flouts human rights, where the separation of powers remains a dream, and applies discriminatory practices at several levels, making national reconciliation impossible and has closed the political space which stifles any form of democracy.
  3. Consider it imperative that the various Rwandan organizations and associations pool together their efforts to work for peaceful political change, in order to find lasting solutions to the serious problems facing Rwanda as a result of the absence of democracy and the lack of respect for human rights.
  4. Find it essential to break down the barriers of divisions between those who hold views opposed to the Rwandan regime and to build bridges that unite them and avoid further dispersal of efforts.
  5. Expressed their wish that the rest of the associations and organizations which were unable to attend the conference be invited to take part in subsequent activities and meetings.
  6. Decided that a “consultation Framework” be set up with the aim of analysing the many rich ideas put forward at the conference. To this end, the participants asked the team that prepared this meeting, to continue to coordinate the work of this ‘Consultation Framework’. The team agreed to play this role.
  7. Expressed their satisfaction that the elections in Burundi were held peacefully. This is an important step in the culture of transfer of power through a democratic and peaceful process.

(Français) RWANDA: WORST FEARS ON THE FATE OF MRS INGABIRE UMUHOZA AS RULING PARTY EXTREMISTS CALL FOR HER HEAD TO ROLL.

The Rwandan Investigation Bureau (RIB) has called the award-winning opposition leader Mrs Victoire Ingabire Umuhoza to its offices for questioning. The move followed calls made over the weekend on a local “TV channel 250”to get Mrs Victoire Ingabire Umuhoza arrested at least and killed at best. The callers disingenuously try to link Victoire Ingabire to the murder of Pastor Theoneste Bapfakurerakilled by a criminal gang estimated at 9 people armed with traditional weapons, at the shop of Theophile Ntirutwa, former FDU-Inkingi member and now member of DALFA party of Mrs Victoire Ingabire Umuhoza.

 

Mrs Victoire Ingabire Umuhoza has been called names by ruling party officials including comparing her to “Ebola, having sucked genocidal ideology from her mum’s breasts”, being hooligan etc…

In one of his inflammatory speeches made by Presidential special adviser on security, General Kabarebe on November 13, 2019members of AERG’s (Association des Etudiants et Elèves Rescapés du Génocide) meeting, he said : “I hate it because I see one million people in one person with genocidal ideology. He/she is awfully bad. I think that even if you want to hit him/her you may need to use the most lethal weapon. We have to be sure that he/she is dead

 

It is an open secret that the pastor was killed for being in the wrong place, at the wrong time and for sharing the short name Theo (for Théoneste and Théophile) with Ntirutwa. Three survivors of the attack including Théophile Ntirutwa have been arrested and are in detention while the criminals are at large. Everyone is quite aware in the Rwanda police state that 9 criminals cannot carry out such an act unnoticed. The justification for the accusation is that Theophile Ntirutwa, now in detention, charged with the murder called Mrs Ingabire on the phone after the murder.

 

FDU-Inkingi have strong fears that the RIB might take the easiest option of sending her back to jail as she has been a thorn in the flesh of the system denouncing the mishandling of the corona virus pandemic. She has been in the news criticising wrong measures and giving advice on what needs to be done.

 

This is not the first time that Mrs Victoire Umuhoza is summoned to appear before RIB officials, but this time, following all calls recently made for her to be killed, we fear that that she might be thrown in general Paul Kagme’s dungeon for good. We appeal to all peace-loving people and friends of Rwanda to help save Victoire Ingabire Umuhoza, a key voice of the people inside Rwanda and stop the rampant extremism and persistent political intolerance in Rwanda.

During genocide commemoration, the Government of Rwanda is hiding behind Tutsi extremists to spread and reinforce the climate of hatred and terror.

It has become a habit in Rwanda that the stakes are raised as the commemoration of the 1994 genocide approaches. Newspapers, as well as some state and civil society groups use alarmist language to raise intense fear that genocide survivors are under threat, that the genocide ideology is still present, and that genocidaires are almost everywhere. Yet, in normal times, the Rwandan government keeps on claiming that unity and reconciliation of the people is done. How can this contradiction be explained?

We, the undersigned Rwandans living abroad, feel deeply sorry and stand in solidarity with our compatriots at home for the suffering and difficulties of all kinds that they are enduring during this harsh health crisis caused by coronavirus (COVID_19) pandemic. Many Rwandans, especially those living in rural areas, are living in economic precariousness as a result of the far-reaching change in the agricultural policy which has ruined their food security. The resulting rural exodus has created a high risein urban population living from hand to mouth because of an unsustainable economic boom that has failed to create viable jobs.

THE FDU-INKINGI PARTY HAS SADLY LEARNED THE DEATH OF THE RWANDAN SINGER KIZITO MIHIGO

It is with sadness that on Monday, February 17, 2020 the FDU-INKINGI party learned of the death of the Rwandan singer Kizito Mihigo. In its Twitter statement, the police claim that it was a suicide that occurred in the Police cell of Remera where Mr. Mihigo had been held for 3 days.

The FDU-INKINGI party has very serious doubts about the police version of the incident and believes that it is rather an assassination disguised as suicide. Indeed, Mr MIHIGO was well at the time of his arrest, deeply religious and, according to family members who visited him 3 days before, there was no indication that he would be suicidal. His arrest itself, as reported in the media by the RIB services, leaves questions unanswered and the description of the incident to be a well-crafted attempt to cover up its crime.
