President Kagame should ensure the respect of the ruling of the ACHPR on the case of  Mrs Victoire Ingabire Umuhoza to leave a positive legacy as chair of the African Union.

When President Kagame took over the chairmanship of the African Union in January 2018, he was hailed as a great achiever, reformist and great pan Africanist,  who would take Africa to another level.  However, the failure of the Rwandan government to implement the ruling of the African Court on human and peoples’ rights in the case of Mrs. Victoire Ingabire Umuhoza versus the Rwandan government during the term of office as chair of the African Union could knock down most of his credentials and expose him as no different from any other ruthless dictator.

The court ruling of December 7, 2018, African Court on human and peoples’ rights has ordered the Rwandan government to pay material and moral damages to Mrs. Victoire Ingabire Umuhoza and her family. The ruling followed a request submitted by the lawyers of Mrs. Victoire Ingabire Umuhoza to the court after the Rwandan government refused to respond to the ruling of the court on November 24, 2017. The Rwandan government has been given six (6) months to implement the ruling on reparations after which an interest will be applied on the sum fixed by the court.

FDU-Inkingi is very concerned about the complacency of the UN and the international community at large, particularly UNICEF, over the alleged starvation of Rwandan refugees, the majority of whom are children sectioned in General Bauma barracks of Lt Kisangani. Since August 30, 2018. The supply of water and electricity has been stopped, creating conditions that make these refugees, especially children and old people, vulnerable to diseases of different kinds. Food supply stopped on September 23, 2018.

62% of these refugees who have been denied food and safe drinking water are children. They use rain water collected for drinking, washing and cooking.

Today the 8th October 2018, the FDU-Inkingi have learnt with serious concern the disappearance of Mr Boniface Twagirimana, first Vice President of the party, from Mpanga prison.

Mr Boniface was arrested in September 2017 and was detained in Mageragere prison with 8 other members of the Party. For strange reasons, he was picked from his co-accused on the 3rd October 2018 and moved to Mpanga prison. He was kept in a semidetached three-room prison house, inside prison compound and kept with a convicted murderer, who was put in the house two days before Twagirimana was brought in. The official script is that the two prisoners have run away from the prison.

We have received with great joy the news about the release of Mrs. Victoire Ingabire Umuhoza, President of FDU-Inkingi. We are also pleased that another prisoner of conscience, Mr Kizito Mihigo, has been released at the same time with 2138 other prisoners.

We are pleased that the rights of our hero and icon of democracy, Mrs Victoire Ingabire Umuhoza, have finally been acknowledged even though after 8 years of unjust detention.

From the 1st  to the 2nd  September 2018, the FDU-Inkingi held their fourth ordinary congress.

On behalf of the President of the Party Mrs. Ingabire Umuhoza Victoire imprisoned in Rwanda, the Congress was opened by Second Vice President Joseph Bukeye. He recalled that the Congress is held in difficult circumstances because the RPF has arbitrarily imprisoned 12 of its members, including the first Vice-President of the Party.

FDU-Inkingi is very concerned about alleged starvation of Rwandan refugees sectioned in General Bauma barracks of Lt Kisangani. We have received information from reliable sources that Rwandan refugees detained in the above location have not received food for the last 14 days.  62% of the refugees who have been denied food are children. The aim of this unhuman treatment is to force them to return to Rwanda against their will.

We have learnt from reliable sources that the security services of the district of Ngoma, Eastern province of Rwanda have embarked on a renewed witch hunt against suspected members of our party in the areas of Remera, Gashanda and Kazo. The suspicions are based on the simple fact that they visited the party president, Mrs. Victoire Ingabire Umuhoza, detained in Mageragere prison near the capital Kigali.

RWANDA : THE SHOW TRIAL OF POLITICAL PRISONERS OF FDU-INKINGI PARTY POSTPONED ONCE MORE

We would like to inform the public that the show trial of the political prisoners of FDU-Inkingi Party was again moved to September 14, 2018. This followed disagreement between the prosecution and the Defence. While the prosecution challenged the competence of the court to try them because it wanted to change the charge into an international of collaborating with two alleged terrorist organisations RNC and FDLR, the defence pointed out that such a charge was never brought up in their indictment that was read out in court on September 14, 2017. The Prosecution aims at the taking their case to the International crimes court based in Nyanza. These are clearly deliberate delaying tactics to block any prospect of getting a bail for FDU-Inkingi members who are kept in detention since September 6, 2018 without any evidence to prove the charges made against them.  The last hearing was postponed because one of the alleged suspects who is not in detention, Ernest Nkiko was not present. He had not present because he had not summoned by the court.

The ruling on this issue is expected to be made by KIGALI HIGH COURT on September 14, 2018.

Since her transfer from the Kigali Central prison to Mageragere prison, Mrs Victoire Ingabire has been put in the same cell with a lady detainee who happen to be a former army officer and most likely working with the DMI.

The FDU-Inkingi condemns in the strongest terms possible the enforced disappearance of Mr Rukerinka Silas from Ngoma, and the manhunt for Mr Marcel Nahimana a suspected non-conformist to the beliefs of the ruling party RPF. Rukerinka Silas disappeared on Thursday July 12, 2018 and Mr Marcel Nahimana is being hunted down by intelligence services.

Mr Rukerinka was called on Thursday the 12th July 2018 by Mr Rwakibibi Ezechiel, inviting to come to see him to discuss about a job he had found for him in the city of Gisenyi. He had promised to inform his wife on arrival in Gisenyi. He could not get him on the phone and three days later, the 15th July 2018, the wife called Mr Rwakibibi Ezechiel to enquire about her husband only to be told that he never saw him.  We have learnt from reliable sources close to state intelligence network in Ngoma district, Eastern province, that Mr Rukerinka was suspected of being a supporter of FDU-Inkingi, something that his wife denies strongly. In Rwanda mere suspicion is treated as bad as having committed a crime. The family is completely devastated.

The FDU-Inkingi have learnt with shock and deep concern of the arrest and detention of the wife of political prisoner Evode Mbarushimana, Mrs Francine Mukandutiye and their nine-month-old baby, his sister as well his mother in law, Mrs Liberta Uwihoreye. The baby, wife and mother in law were picked in the early afternoon of Wednesday 20th June 2018 as they left Mageragere prison, after a visit to Mbarushimana. The prison is around the Rwandan capital Kigali. The sister of Mbarushimana was also picked from her brother’s home in Gitarama today the June 22, 2018.

Rwanda: show trial of FDU-Inkingi political prisoners postponed to Monday 30, July 2018.

Political prisoners of FDU-Inkingi Party were arrayed before the court today July 9, 2018 only to be told by judges that the hearing could not take place because one of the accused, Ernest Nkiko, who had been released on bond awaiting trial, had not been summoned to appear in court.  The trial is now hanging on the good will of the prosecution while the accused rot in the harsh conditions of the Rwandan prison.

Your Excellency Mr. Busingye, Honorable Minister of Justice of Rwanda,

I am writing to you about the case of Victoire Ingabire Umuhoza. I am one of the lawyers who represented her before the African Court of Human and People’s Rights.

As you know, the African Court has ruled that some of my client’s rights under the African Charter have been violated in the criminal proceedings initiated against her in Rwanda, which led to her wrongful conviction and sentence of fifteen years imprisonment in respect of terrorism against the state, genocide minimization, and inciting insurrection by spreading rumours.[1]

The Court found that Mrs. Ingabire’s convictions in Rwanda for minimizing the genocide and inciting insurrection violated her freedom of opinion/expression. The Court also found that various aspects of her right to a defence had been violated. The Court further ordered the Government of Rwanda to take all necessary measures to restore the harm done to Mrs. Ingabire within six months following the judgment.

The FDU-Inkingi would like to condemn in the strongest terms possible, the arrest of Mr Museruka Augustin for pointing out facts that are of public knowledge published in many reports regarding killings of Hutus by the Rwandan army, including the following:

RWANDA : CLOSURE OF CHURCHES MARKS FINAL ASSAULT ON CITIZENS’ LAST LINE OF DEFENCE

The Rwandan people, traumatized by war and crushed by an overload of many socio-economic problems borne out of tyrannical rule, have turned to churches or Mosques in big numbers as their last line of defence against total hopelessness. New independent churches, mainly Pentecostal, have become the only place where citizens can safely express their grievances to someone, God, without fear of arrest. In fact, churches have shielded the regime from popular revolt because by turning their exasperation to God for a solution, they have forgotten to put the regime to task over policies that have brought them the misery that they are experiencing.
