Rwanda : Best wishes from Victoire Ingabire Umuhoza for 2016

Dear members of FDU-Inkingi,

Dear friends of Rwanda, 

As we are ending the year 2015, and entering the New Year 2016, it is a good opportunity to exchange good Season’s wishes. I would also like to take this opportunity to convey to you my best wishes for happiness, good health and prosperity in the year 2016.

I would also like to seize this occasion to thank you members of our party for having bravely borne all the sacrifices and threats to your lives and social status because of your stand vis a vis a system that does not tolerate dissent, cracks down on civil society, imprisons peaceful reformers like ourselves and enacts legislation that violates basic human freedoms like the freedom of speech, association and assembly. This is opposed to our vision of a reconciled nation and democratic governance where national stability and prosperity are based on open debate that allows the country to benefit from the full energy and talent of all its citizens, and from the innovation that the unrestricted flow of ideas create. Particular thanks to our members in the country who bear the full brunt of the persecution.

A REFERENDUM TO ENTRENCH THE REPRESSIVE REGIME OF GENERAL PAUL KAGAME IS DISASTER FOR RWANDA

The Rwandan Opposition political platform, composed of Amahoro PC, FDU-Inkingi; PDP- Imanzi; PS Imberakuri and Rwanda National Congress- RNC, has learnt with dismay and condemns in the strongest terms possible the presidential order issued by General Paul Kagame, setting the dates for a referendum for the population to endorse his dream to become life President. The order sets the 17th December for Rwandans abroad to vote, and December 18 for those in the country.  The date was set following a decision of the sole party RPF and its President General Paul Kagame. The Electoral Commission was side-lined in the decision making process contrary to normal procedure and according to reliable information the funding will come from money extorted from the already overtaxed Rwandan citizens.

The political platform, composed of political organisations Amahoro PC, FDU-Inkingi; PDP- Imanzi; PS Imberakuri and Ihuriro Nyarwanda- Rwanda National Congress- RNC would like to express its deep concern over a new wave of crackdown on opposition leaders as the RPF regime is bulldozing every Rwandan to endorse the wishes of President Kagame to become life President in a referendum now scheduled for the 18th of December 2015.  Indeed, President Kagame is quoted saying during the extended RPF executive party meeting. He personally chaired on the 6th of December 2015, that his decision to accept to run again for the presidency will depend on the level of the score during the referendum.

We would like to inform the international community and the public at large that the attempted kidnapping of the 1st Vice President of FDU-Inkingi Boniface Twagirimana is part of a strategy to decapitate the opposition and intimidate anyone opposed to the final plan of confiscation of power by General Paul Kagame. The ruling party is desperate to get a very high score in the referendum by hook or crook.

This Friday morning December 4, 2015, the Rwandan police arrested Mr. Boniface Twagirimana, First Vice President of FDU Inkingi, without meeting the legal requirement of showing an arrest warrant.

While we are waiting for a full brief on the reasons of his arrest, available information indicates that he is accused of having expressed his opinion on the Radio Voice of America (VOA). This arrest is part of the repressive machinery to crackdown any dissenting voice and to intimidate the opposition and the Rwandan population into submission to the process of constitutional coup that needs to be endorsed by the population through a referendum.

Call on the European Union – African Union Human Rights Dialogue to act without fear or favour in the case of Rwanda.

The Rwandan opposition political platform, composed of political organisations Amahoro PC, FDU – Inkingi, PDP – Imanzi, PS – Imberakuri and the Rwanda National Congress - RNC has learnt that the 11th European Union – African Union Human Rights Dialogue will take place on 24 November in Kigali.  It is taking place at a crucial point in the political development of Rwanda.  This meeting will be an acid test of the serious commitment of EU and AU to the universality of human rights, democracy and the rule of law.

SUSTAINABLE DEVELOPMENT IS NOT POSSIBLE WITHOUT TRUE RECONCILIATION AND DEMOCRACY “IN RWANDA”, WHICH ARE PREREQUISITE FOR PEACE AND SECURITY.

Paper presentation abstract:

The current situation in Rwanda reveals many signs and conditions similar to those which led to previous conflicts that culminated in the Rwandan genocide. We encourage Rwandans and friends of Rwanda to do everything possible to prevent the recurrence of a new conflict.

There is a general consensus in Africa and elsewhere that the future stability and sustainable economic development of the continent depends on building strong institutions and not strong men.

What we have been witnessing in the Great Lakes Region, is that instead of promoting democratic values, the use of violence to access political power or simply to settle political disputes has been glorified and rewarded. In terms of realpolitik, it will be extremely difficult in the long term to count on a regime that depends on repression and external aggression to maintain itself in power.  It will be very difficult to stop the tide of history against tyranny.  We need put together efforts aimed at pre-empting a worse tragedy and to lay a solid ground for a better future for Rwanda. Democratic governance, the rule of law and equal opportunity are the only long term guarantees of personal security, stability and economic development in Rwanda and in the region.

It is our very considered view that the root cause of the human catastrophe in the Great Lakes region is the absence of a democratic form of government.  History has shown that democratic governance is so far, though not a panacea, the best mechanism for a peaceful management of the naturally divergent interests and societal grievances through legitimate channels: parliament, dynamic civil society, free media and party activity.  Indeed, history has shown that violence is more likely in undemocratic systems and those systems have a tendency to be aggressive against neighbours in order to divert attention from internal problems.  Rwanda is a good case study. The discussion will explore the means and ways to find out the lasting solution to political crisis in Rwanda.

Rwandan Civil Society and Political Organizations in diaspora (RCSPO) are convinced that it is imperative to hold a Highly Inclusive Inter-Rwandan Dialogue (HIIRD) in Rwanda for effective reconciliation, peace and sustainable development in the African Great Lakes region. HIIRD must be peaceful and respectful of the co-existence that reflects the fundamental human right to live for all Rwandans in order to build trust between Rwandan ethnic groups, a prerequisite for an effective reconciliation.

Through such dialogue, representatives of the various sections of society would agree on the mechanisms of good governance and management of power through constitutional arrangements that would ensure personal security and dignity of each and every Rwandan. The process should lead to a restoration of democracy and genuine reconciliation in which all citizens enjoy equal rights in all the sectors of national life and where interests and solidarity are defined on the basis of political programme ideas that are shared and rather than on the basis of ethnicity or area of origin.

This approach matches exactly with “Foundation Max van der Stoel” vision on Dialogue. (“Ons ideaal: een geïnformeerde samenleving waarin iedereen zich een mening kan vormen op basis van lotsverbondenheid: Our vision: an informed society in which everyone can form an opinion based on solidarity”). Therefore, we would like to request Netherlands to support this initiative.

A positive action on the part of the Netherlands in supporting the Rwandese initiative to install a democratic system and the rule of law in Rwanda would greatly enhance political stability in Rwanda and the region and promote the Netherlands image abroad and economic and political interests.

The political platform composed of political organisations Amahoro PC, FDU-Inkingi, PDP – Imanzi, PS-Imberakuri and Rwanda National Congress – RNC would like to express its gratitude to the Human Rights Watch for calling for the closure of the Unofficial Detention Centre in Gikondo – Rwanda.

The platform is quite pleased that the Human Rights organisation has helped to demonstrate with this small but sad story, the true nature of the Rwandan regime: lack of empathy and disregard for the disadvantaged people in the community, mockery of the rule of law, cynicism and obsession with external image at the expense of its own citizens. As Daniel Bekele, the Africa Director at the Human Rights Watch points out, the positive image of Kigali as clean and tidy is highly paid by the underdogs of the city: the socially and politically excluded i.e. street vendors, sex workers, beggars, homeless people, and suspected petty criminals who are forcefully collected as refuse from the streets of Kigali and dumped in a centre away from the eyes of external visitors. “The contrast between the immaculate streets of central Kigali and the filthy conditions in Gikondo couldn’t be starker”, the HRW points out.

FDU-Inkingi sends out an SOS message for the personal safety of Gratien Nsabiyaremye threatened by the RPF regime in Rwanda

Mr. Gratien Nsabiyaremye, Commissioner for Political Affairs of FDU Inkingi is threatened by the regime of the RPF Inkotanyi. There are serious indications that his life could be at significant risk of harm, particularly because of his negative response to the psychological pressure to join the RPF Inkotanyi party.

We would like to recall that the Secretary General of FDU – Inkingi, Mr. Sylvain Sibomana, was arrested, in this same place of Rutsiro where Gratien is teaching, for the sole reason of being seen sharing a drink and chatting with a few people in a pub. This was construed as a recruitment meeting for people to join his party FDU- Inkingi.

We the undersigned political organisations, civil society organisations and human rights defenders are writing to you to express our grave concern about the visit of President Paul Kagame, President of the republic of Rwanda to The Netherlands, from 3rd to 6th October 2015. We strongly believe that a warm welcome to President Paul Kagame would be a mockery of the international justice system and would undermine the moral authority of The Netherlands in the world and the values it holds so dearly. He should be coming to The Hague to answer questions from the International Criminal Court and not to get a red carpet reception from the Dutch authorities.

RWANDA EMPHATIC NO TO PRESIDENT KAGAME’S BID TO BECOME THE SUPREME LAW OF THE LAND (PDF)

The political platform, composed of political organisations Amahoro PC, FDU-Inkingi; PDP- Imanzi; PS Imberakuri and Ihuriro Nyarwanda- Rwanda National Congress-RNC would like to condemn in the strongest terms possible President Kagame bid to become the supreme law of the land.

A cabinet meeting chaired by President Paul Kagame on the 9th of September 2015, appointed a 7 man commission of legal experts to assist the Parliament in the process of amending the constitution in order to lift the limitation of presidential terms. This is to allow President Kagame to stand again when his term ends in 2017.  This is again to show to any remaining doubters that the move to change the constitution is unstoppable and that President is determined to become King Paul of Rwanda[1].
